by FTP from or Jernej Simoncic's page, where you can also get some extra bits (eg. GIF plugin). Note the installation instructions at the bottom of the page! In the latest version you also need the GTK+ download before you can install GIMP - though the total download size has not increased substantially. Tor Lillqvist's GIMP pages for Windows also provide the downloads by HTTP if you know what you're doing, and it also has extra information and source packages.
There is a manual (and some other bits) that you can use online or download. There is also the (downloadable) book "Grokking the Gimp" to help you use the GIMP.
Tutorials are also useful in learning to use GIMP or just to get inspirations. There are quite a few links to such materials on the GIMP Tutorials Pointer Page and some nifty ones from the Gimp User Group (GUG).
GUG also has scripts, tons of textures, and other useful stuff, but you can also find more on the Gimp Resources page and via theLinks pages.
Of course GIMP comes from the Linux world. So, if that's what you use, get your GIMP from one of many mirrors.
